Google penguin update 3.0 has been released by Google on October 5th 2012. It has been confirmed by Matt cutts and Google official blog. Matt cutts announced on twitter in afternoon that Google has been rolling Penguin update 3.0 “data refresh” of its Penguin update to fight with spam.
Matt cutts last time said that next penguin update will be jolting and jarring so lets see how much will it effects all the rankings.
It has been stated that it will affect multiple languages.
Here is the tweet of matt cutts which indicates that the penguin update has been rolled out yesterday !
How ever in Matt tweet, you can see that he has added the link of old Blog post of Google blog about penguin penalty. It seems that they have not done any kind of changes in Algo, It was just a refresh.
If you could see back the last penguin update came in april 24th and then they rolled out penguin fresh so it was clear that penguin update is about to come in Search engine. 2nd penguin update rolled on May 26th which effect just 0.1% of searches.

The first tweet of Matt cutts indicate that the penguin update refresh will rolled out today and 0.3% of searches will got effected from it.
He answer to few others by telling that the penguin update will roll out for other languages at same time.
So it means that Penguin update is going to destruct as many languages it can.
